A lane is flagged when its cost per mile is more than this percent above the shipment-weighted average across all lanes.

Benchmark against yourself
You don't need a market index to find waste — your own network is the benchmark. Normalize every lane to cost per mile, take the shipment-weighted average, and any lane sitting well above it is either genuinely harder to serve or simply overpriced. Either way it's worth a second look.
Why weighted, and why a tolerance
The average is weighted by volume so your busiest lanes set the bar, not a one-off shipment. The tolerance keeps the list honest: short lanes and specialized moves naturally cost more per mile, so only flagging lanes a set percent above the average avoids crying wolf on every deviation. Tighten the tolerance to widen the net, loosen it to focus on the worst offenders.
Weighted average $/mile = total spend ÷ total shipment-miles. A lane is flagged when its $/mile > average × (1 + tolerance).
